Election, primary--held when.

78.090. Candidates to be voted for at all general municipalelections at which a mayor and councilmen are to be elected underthe provisions of sections 78.010 to 78.420 shall be nominated bya primary election, and no other names shall be placed upon thegeneral ballot except those selected in the manner hereinprescribed. The primary election for such nomination shall beheld on the first Tuesday after the first Monday in Februarypreceding the municipal election.
