78.170. If at the beginning of the term of office of thefirst council elected in such city under the provisions ofsections 78.010 to 78.420 the appropriations for the expendituresof the city government for the current fiscal year have beenmade, said council shall have power by ordinance to revise, torepeal or change said appropriations, and to make additionalappropriations.
