Ordinances to be on file with city clerk forinspection--franchises--extensions or renewal, to be voted on.

78.190. Every ordinance or resolution appropriating money orordering any street improvement or sewer, or making orauthorizing the making of any contract or granting any franchiseor right to occupy or use the streets, highways, bridges orpublic places in the city for any purpose shall be complete inthe form in which it is finally passed and shall remain on filewith the city clerk for public inspection at least one weekbefore the final passage or adoption thereof. No franchise orright to occupy or use the streets, highways, bridges, or publicplaces in any city shall be granted, renewed or extended exceptby ordinances, and every initial franchise or grant forinterurban or street railways, gas, or waterworks, electric lightor power plants, telegraph or telephone systems or other publicservice utilities within said city, must be authorized orapproved by a majority of the voters voting thereon. Anyextension or renewal shall be subject to voter approval of themajority of the voters voting on the question, pursuant to theprovisions of section 88.251, RSMo.
