Civil service commissioners--appointment.

78.310. In cities having a population of twenty thousand andless than thirty thousand the council shall, and in cities havinga population of ten thousand and less than twenty thousand thecouncil may immediately after organizing, by ordinance appointtwo civil service commissioners, who shall hold office, one untilthe first Tuesday in April of the second year after hisappointment, and one until the first Tuesday in April of thefourth year after his appointment; provided, however, that in allcases in which no civil commissioners are appointed by thecouncil the council shall have the same powers and dutiesdevolving upon such commissioners as provided for in sections78.010 to 78.420.
