Examination of applicants.

78.350. Said commission shall, on the first Tuesdays inApril and October of each year, or oftener if it shall be deemednecessary, under such rules and regulations as may be prescribedby the council, hold examinations for the purpose of determiningthe qualifications of applicants for positions, which examinationshall be practical and shall fairly test the fitness of personsexamined to discharge the duties of the position to which theyseek to be appointed. Said commission shall as soon as possibleafter such examination certify to the council double the numberof persons necessary to fill vacancies, who according to itsrecords have the highest standing for the positions they seek tofill, and all vacancies which occur that come under the civilservice prior to the date of the next regular examination shallbe filled from said list so certified; provided, however, thatshould the list become exhausted, then the council or the head ofthe proper department may temporarily fill a vacancy, but not toexceed thirty days.
