Provisions to apply to whom.

78.380. The provisions of sections 78.310 to 78.390 shallapply to all appointive officers and employees of such cityexcept those specially named in section 78.070, commissioners ofany kind (laborers whose occupation requires no special skill orfitness), election officials and mayor's secretary, and assistantattorney, where such officers are appointed; provided, however,that existing employees heretofore appointed or employed and whoare performing their duties in a satisfactory manner may retaintheir positions without further examination, subject, however, tothe approval of the council.
