Form for submission of the question--repeal or amendment ofordinances adopted by initiative and referendum.

78.575. 1. The question shall be submitted in substantiallythe following form:

Shall the following ordinance be (adopted) (repealed)?(Set out ordinance).

2. Any ordinance proposed by petition, or which is adoptedby a vote of the people, cannot be repealed or amended by thecouncil for a period of two years after the adoption of theordinance except by a unanimous vote of all members of thecouncil. Any number of proposed ordinances may be voted upon atthe same election. The council may submit a proposition for therepeal of any such ordinance or for amendments thereto, to bevoted upon at any municipal election. Should the propositionreceive a majority of the votes cast thereon, it shall berepealed or amended accordingly.
