City may abandon plan, when--procedure, election, ballot form.

78.703. Any city which has operated under the provisions ofsections 78.700 to 78.720 not less than six years may abandon theform of organization provided for herein, by proceeding asfollows: Upon the petition of not less than twenty-five percentof the voters casting votes for governor in the last precedinggeneral election of such city, as shown by the total vote cast atthe last preceding municipal election of the city, the questionshall be submitted whether the city shall continue operatingunder the provisions of sections 78.700 to 78.720. The questionshall be submitted in substantially the following form:

Shall the city manager form of government for the city of.......... be continued?
