Notice of proposed change--when to take effect (cities of 20,000 andless than 250,000).

81.220. Upon any ordinance for such purpose being introducedinto the common council, the latter shall, before the passagethereof, by resolution, require the city clerk to publish a copyof the ordinance in at least one daily newspaper published in thecity, to be designated in the resolution, for at least threeweeks within the four weeks next after the passage of saidresolution. After such publication, proof thereof shall be madeand filed with the city clerk, and, if the common council shallbe satisfied that such publication has been made, it shall, byvote, so find, and the city clerk shall make a record of suchfinding in the book for record of the current proceedings of thecommon council, which record shall be conclusive evidence of thetruth of the facts so found. If such ordinance be passed by thecommon council at the first or second regular meeting after suchpublication and finding, and not later, and duly approved by themayor, the same shall thereafter be in force until repealed oraltered. Any such ordinance shall be subject to amendment beforesuch publication, but not after.
