Police reserve force authorized, powers and duties--riots oremergencies, may appoint additional members.

84.175. 1. Upon recommendation of the chief of police, the board mayauthorize and provide for the organization of a police reserve forcecomposed of members who receive a service retirement under the provisionsof sections 86.200 to 86.366, RSMo, and who qualify under the provisions ofsection 84.120. Such reserve force shall be under the command of the chiefof police and shall be provided training, equipment, uniforms, and arms asthe chief shall direct with the approval of the board. Members of thereserve force shall possess all of the powers of regular police officersand shall be subject to all laws and regulations applicable to policeofficers; provided, however, that the city council or other governing bodyof any such city may in its discretion fix a total in number which thereserve force may not exceed.

2. In event of riot or other emergencies as declared and defined bythe mayor, in concurrence with the board, the board, upon recommendation ofthe chief, may appoint special officers or patrolmen for temporary servicein addition to the police reserve force herein provided for, but the lengthof time for which such officers or patrolmen shall be employed shall belimited to the time during which such emergency shall exist.
