Arrests--procedure (St. Louis).

84.230. The commissioners of police shall cause all personsarrested by the police to be brought before some proper judgewithin said cities, to be dealt with according to law. Properpolice officers in charge of police station houses may, if theoffense charged against any person is a bailable one, at therequest of such person, take from him a recognizance in such sumas may seem to be sufficient and proper with sufficient suretiesfor his appearance at the proper time before some judge, but noattorney at law, police officer, and no official or employeeholding office under the municipality of the said cities, or thestate of Missouri, and no clerk in the employ of such officer,officials or employees shall be accepted as surety upon such bondor bonds; the proper officers in charge of said station housesmay administer oaths to parties qualifying as such surety orsureties; and may refuse to receive as such surety or suretiesany and all parties with unsavory reputations or who, asprofessional bondsmen, tend to defeat the ends of justice, and noone shall be accepted as bondsman who shall have standing againsthim an unsatisfied judgment rendered on a forfeited bond; suchproper police officers in charge of police stations may, prior tothe appearance of any person arrested before some proper judge,refuse to admit to the presence of arrested persons confined instations, all persons who have the reputation of being what isknown as grafters or shysters, or those attorneys who are guiltyof the practice of soliciting business.
