84.500. The chief of police shall be the chief executiveofficer of the police department. He shall be responsible to theboard of police commissioners for the proper administration ofpolice affairs and suppression of crime in such cities and theexecution of policy pertaining to police affairs as determined bythe board of police commissioners, and to these ends, subject toprovisions in sections 84.350 to 84.860, he shall:
(1) Have the power to appoint, subject to approval of theboard, and shall have the power to promote, discipline andsuspend all police officers and policemen. The chief shall alsohave the power to appoint, subject to the approval of the board,and to promote, discipline, suspend or discharge such employeesof the police department other than police officers or policemenas may be specified by resolution of the board. A report of allsuch actions taken (other than suspensions of less than fifteendays) shall be submitted to the board at its next meeting. Anysuch action for which a report is required which adverselyaffects any officer, policeman or employee, shall be reviewed bythe board as provided in section 84.590;
(2) Be required to prepare and submit to the board on orbefore April first in each year a complete report on theadministrative and law enforcement activities of the policedepartment for the preceding calendar year, and such report shallshow complete statistics of all police work in accordance withgenerally recognized standards in order to facilitate comparisonswith other cities of the United States of the same populationclass;
(3) Prepare and submit to the board on or before Januaryfirst of each year a complete report on the financialrequirements of the department for the ensuing fiscal year;
(4) Perform such other duties as may be prescribed elsewherein sections 84.350 to 84.860 or required of him by the board ofpolice commissioners, not inconsistent with sections 84.350 to84.860.
