Reserve force organized, when, uniforms--emergency appointments(Kansas City).

84.540. 1. Upon recommendation of the chief of police, theboard may authorize and provide for the organization of a policereserve force composed of residents of the city who qualify underthe provisions of subsection 1 of section 84.570. Such reserveforce shall be under the command of the chief of police and shallbe provided training, equipment, uniforms, and arms as the chiefshall direct with the approval of the board; and when assigned toactive duty the members of the reserve force shall possess all ofthe powers of regular police officers and shall be subject to alllaws and regulations applicable to police officers; provided,however, that the city council or other governing body of anysuch city may in its discretion fix a total in number which thereserve force may not exceed.

2. In event of riot or other emergencies as declared anddefined by the mayor, the city council or other governing body insuch city in concurrence with the board, the board, uponrecommendation of the chief, may appoint special officers orpatrolmen for temporary service in addition to the police reserveforce herein provided for, but the length of time for which suchofficers or patrolmen shall be employed shall be limited to thetime during which such emergency shall exist.
