Structures shall be required to conform to new line, when.

89.230. Whenever and wherever a building line shall beestablished as aforesaid, all structures extending within suchbuilding lines shall be required to conform to the new linewithin a period of not more than twenty-five years from the timeof establishing said lines, such time to be provided in theordinance providing for the establishment of such line. At theexpiration of the time limit in which all structures are sorequired to conform to the new building line, the propermunicipal authorities shall proceed in the manner then providedby law relating to condemnation proceedings by such cities todetermine the additional damages sustained by the removal of suchstructure then within the building line and may in the sameproceeding acquire the land within the building lines or any partthereof as a street.
