89.350. In the preparation of the city plan, the commissionshall make careful and comprehensive surveys and studies of theexisting conditions and probable future growth of themunicipality. The plan shall be made with the general purpose ofguiding and accomplishing a coordinated development of themunicipality which will, in accordance with existing and futureneeds, best promote the general welfare, as well as efficiencyand economy in the process of development.
