Certain cities may construct or acquire waterworks.

91.090. The city council of any city of the third or fourthclass in this state, or any city operating under a specialcharter, having three thousand inhabitants or more and less thanone hundred and fifty thousand inhabitants shall have the powerto erect, maintain and operate waterworks or to acquirewaterworks by purchase as herein provided, and to operate andmaintain the same and supply the inhabitants thereof with waterand to charge therefor reasonable rates as herein provided.
