Waterworks--authority to acquire property and furnish services outsidecity limits.

91.593. All cities in the state under special charter whichhave or may hereafter have a population of not less than threethousand and not more than ten thousand inhabitants, which nowown and operate or may hereafter own and operate a waterworkssystem shall have the right to purchase, install and maintainpipes, mains, machinery, buildings, easements, rights-of-way andreal estate necessarily connected therewith outside the limits ofany such city including the right of condemnation and the rightto purchase and maintain any such facilities now existing fromany person, firm, corporation or governmental unit authorized tosell the same, whenever in the opinion of its board of publicworks any such facilities are reasonably necessary for thepurpose of connecting with another water supply system capable offurnishing emergency water to such city or whenever in theopinion of the board there is sufficient need and demand frompersons outside the limits of such city for water from the watersupply system thereof to justify, make profitable andadvantageous the purchase, installation and maintenance of suchfacilities as a part of the water supply system of such city.
