Definitions.

92.400. The following words as used in sections 92.400 to92.421, shall have the following meaning unless a differentmeaning clearly appears from the context:

(1) "City", any city having a population of over fourhundred thousand in the state of Missouri located within aninterstate transportation district containing a constitutionalcharter city having a population of over four hundred thousandand under six hundred thousand;

(2) "Director of revenue", the director of revenue of thestate of Missouri;

(3) "Interstate transportation authority", any politicalsubdivision created by compact between this state and anotherstate, which is a body corporate and politic and a politicalsubdivision of both contracting states, and which operates apublic mass transportation system;

(4) "Interstate transportation district", that geographicalarea set forth and defined in the particular compact between thisstate and another state;

(5) "Motor pool operations", special transportationservices provided by a city, or by an interstate transportationauthority pursuant to a contract with a city, to certainresidents of the city, including the transporting of elderlypersons and persons with disabilities in accordance withstandards and specifications of the United States Department ofTransportation and any other federal agency or body charged withpromulgating standards for persons with disabilities relating tothe transportation of such persons;

(6) "Person", an individual, corporation, partnership orother entity;

(7) "Public mass transportation system", a transportationsystem or systems owned and operated by an interstatetransportation authority, employing motor buses, rails or anyother means of conveyance, by any type of power, operated forpublic use in the conveyance of persons, mainly providing localtransportation service within an interstate transportationdistrict, as set forth by the interstate compact between thisstate and another state.
