Indebtedness for waterworks, electric or other light plants.

95.130. Any city, whether organized under the general lawsof this state or by special charter or by constitutionalcharter, by vote of the constitutionally required percentage ofthe voters thereof voting thereon, may incur an indebtedness inan amount not to exceed an additional ten percent of the valueof the taxable tangible property therein as shown by the lastcompleted assessment for state and county purposes for thepurpose of paying all or any part of the cost of purchasing orconstructing waterworks, electric or other light plants to beowned exclusively by the city. The total general obligationindebtedness of such city shall not exceed twenty percent of theassessed valuation of such city as shown by the last completedassessment for state and county purposes.
