95.430. Such bonds shall be sold as directed by ordinance,or, in the absence of such directions, by the city treasurer, andthe proceeds thereof shall be applied and used for the payment ofthe judgments and decrees for the payment whereof the same weredirected to be issued; provided, however, that said bonds shallnot be sold for less than par.
