96.224. Any bonds issued under and pursuant to sections96.222 to 96.228 shall not be deemed to be an indebtedness of thestate of Missouri, or of any city or of the board of trustees, orof the individual members of the city council or board oftrustees and shall not be deemed to be an indebtedness within themeaning of any constitutional or statutory limitation upon theincurring of indebtedness.
