Board of commissioners to govern authority--appointment ofcommissioners, terms, vacancies.

99.1009. 1. Each authority created pursuant to section 99.1006 shallbe governed by a board of commissioners. The number of commissionersserving on the board of each authority shall be no less than five and nomore than fourteen, which number shall be established by ordinance of themunicipality.

2. One of the initial commissioners appointed pursuant to thissubsection shall be appointed by the school district or districts locatedwithin the development area for a term of three years. The other initialcommissioners appointed pursuant to this subsection shall serve staggeredterms of one, two, and three years as determined by the mayor or chiefexecutive officer of the municipality at the time of their appointment.Thereafter, successor commissioners shall be appointed by the mayor orchief executive officer of the municipality or the school district ordistricts making the initial appointments for a term of three years. Allvacancies shall be filled by appointment of the mayor or chief executiveofficer of the municipality, or the school district or districts, for theunexpired term. In addition to the commissioners appointed in accordancewith this subsection, a nonvoting advisor shall be appointed by the othertaxing districts located within the development area.
