99.1033. 1. A municipality which has created an authority pursuantto section 99.1006 may:
(1) Approve by ordinance the exercise by the authority of the powers,functions, and duties of the authority under sections 99.1000 to 99.1060;and
(2) After adopting an ordinance in accordance with subdivision (1) ofthis subsection and after receipt of recommendations from the authority inaccordance with subsection 3 of this section, by ordinance, designatedevelopment areas, adopt the development plans, and development projects,designate a development project area for each development project adopted,and adopt development financing for each such development project area. Nodevelopment plan may be adopted until the development area is designated.No development project shall be adopted until the development plan isadopted and the development project area for each development project shallbe designated at the time of adopting the development project.
2. A municipality may authorize an authority created pursuant tosection 99.1006 to exercise all powers and perform all functions of atransportation development district pursuant to sections 238.200 to238.275, RSMo, within a development area.
3. The municipality or authority shall hold public hearings andprovide notice pursuant to sections 99.1042 and 99.1045. Within ten daysfollowing the completion of any such public hearing, the authority shallvote on and shall make recommendation to the governing body of themunicipality with regard to any development plan, development projects,designation of a development area or amendments thereto which were proposedat such public hearing.
