Commissioners, number reduced, appointment, term, vacancies.

100.330. Subsequent to August 13, 1980, the number ofcommissioners shall be fifteen. Provided, however, by theprocess of attrition the number of commissioners shall be reducedfrom twenty-five to fifteen by the expiration of the terms ofcurrently serving commissioners and nonreplacement of anyvacancies. Commissioners shall be appointed for a term of fouryears each. All commissioners shall be appointed by the mayor orchief executive officer of the city, shall be taxpayers of thecity, and shall have resided in the city for five yearsimmediately prior to their appointment. All vacancies shall befilled by the mayor or chief executive officer of the city forthe unexpired term, subsequent to the time the number ofcommissioners is reduced to fifteen by attrition.
