103.012. The board shall elect by secret ballot one memberas chairman and one member as vice chairman in January of eachyear. The chairman shall preside over the meetings of the boardand perform such other duties as may be required by action of theboard. The vice chairman shall perform the duties of thechairman in the absence of the latter or upon the chairman'sinability or refusal to act.
