103.084. Due to the differences between the appropriations processand the current contract methodology used by the board, the generalassembly hereby recommends that the board, with respect to health careprovider contracts, implement a plan year based upon a fiscal yearbeginning October first rather than the calendar year period currentlyemployed by the board.
