Participating agencies and political subdivisions, persons eligiblefor plan.

103.141. The persons in each participating member agencyeligible for coverage by the plan shall include, subject to thelimitations contained in sections 103.003 to 103.175:

(1) All employees, retirees, former employees entitled to aretirement benefit because of service with the participatingmember agency, employees eligible for a disability benefit fromthe participating member agency, employees on a leave of absence,and their dependents;

(2) All persons, and their dependents, who become employeesof a participating member agency on or after the date such agencybecomes covered under the plan, and who wish to enroll in theplan; and

(3) All persons who become eligible for retirement benefitsbecause of service with the participating member agency, personswho become eligible for a disability benefit from theparticipating member agency, and their unemancipated dependents,on or after the date such participating member agency becomescovered under the plan, and who have been continuously covered bythe benefits under sections 103.003 to 103.175 for at least theshorter of:

(a) Two years prior to the date of disability of theemployee or his eligibility for normal or early retirement; or

(b) From the initial date of eligibility for the benefitsprovided by sections 103.003 to 103.175.
