Records of board--report--office at Jefferson City--seal--audit ofaccounts, requirements.

104.190. 1. The board shall keep a complete record of allits proceedings, which shall be open at all reasonable hours tothe inspection of any member. A statement covering theoperations of the system for the year, including income anddisbursements, and the financial condition of the system at theend of the year, showing the actuarial valuation and appraisal ofits assets and liabilities, as of July first, shall each year bedelivered to the governor of Missouri and be made readilyavailable to the members.

2. A system of member employment records necessary for thecalculation of retirement benefits shall be kept separate andapart from the customary employee employment records.

3. The principal office of the system shall be located inJefferson City. The system shall have a seal bearing theinscription "Transportation Department Employees' and HighwayPatrol Retirement System", which shall be in the custody of itsexecutive director. The courts of this state shall take judicialnotice of the seal; and all copies of records, books, and writteninstruments which are kept in the office of the system and arecertified by the executive director under said seal shall beproved or admitted in any court or proceeding as provided bysection 109.130, RSMo.

4. The board shall arrange for annual audits of the recordsand accounts of the system by a certified public accountant or bya firm of certified public accountants. The state auditor shallexamine such audits at least once every three years and report tothe board and the governor.
