Governor to cast up votes.

128.070. The governor, on receipt of the certificates fromthe several counties in each district which he may have receivedwithin fifteen days after the day of election, shall immediatelyadd up the vote from the several counties, and the personresiding in any one district having the highest number of votesgiven in the state for any one person residing in the samedistrict shall by him be declared duly elected elector for saiddistrict.
