Two candidate's committees may be formed--committee for paying offpast debts only, restrictions, reports required--committee toraise funds for future.

130.037. Any candidate may file a supplemental report containinginformation required pursuant to section 130.041 for the purposes of thissection. Candidates whose supplemental report filed within thirty days ofAugust 28, 1997, or whose report filed pursuant to subdivision (2) ofsubsection 1 of section 130.046 reflects outstanding obligations in excessof moneys on hand, may convert their campaign committee to a debt servicecommittee as provided in this section. If a debt service committee isformed, the committee may accept contributions from any person. A personwho contributes to a debt service committee of a candidate may alsocontribute to the candidate's campaign committee for a succeeding election.The treasurer and the candidate shall terminate the debt service committeepursuant to section 130.021 when the contributions received exceed theamount of the debt, and within thirty days the committee shall filedisclosure reports pursuant to section 130.041 and shall return any excessmoneys received to the contributor or contributors, if known, otherwisesuch moneys shall escheat to the state. No debt service committee shall bein existence more than eighteen months.
