Delivery of personal delinquent list to successor.

139.140. The personal delinquent lists allowed to anycollector shall be delivered to the collector and when his termof office expires then to his successor, who shall be chargedwith the full amount thereof, and shall account therefor as forother moneys collected by him. When he makes his next annualsettlement he shall return the lists to the clerk of the countycommission, and in the city of St. Louis the lists and theuncollected tax bills to the comptroller of the city, and shallbe entitled to credit for the amount he has been unable tocollect. The lists and bills shall be delivered to hissuccessor, and so on until the whole are collected.
