Department to ensure that curriculum promotes preparation of teachers.

161.099. Beginning July 1, 1998, when considering theevaluation and approval of teacher training programs of the stateas authorized by section 161.097, the state board of educationshall take into account the curriculum of the institutioncontaining the teacher training program to ensure that thecurriculum promotes the preparation of teachers to instruct inand to assess for the knowledge, skills and competencies thatstudents must demonstrate to successfully move through the publicelementary and secondary education system of the state asdetermined by the state board of education and which eventuallyleads to, or qualifies a student for, high school graduation.

(1996) Contingent referendum provision was found to be an unconstitutional delegation of legislative authority thereby making section 143.107 void. Akin v. Director of Revenue, 934 S.W.2d 295 (Mo.banc).
