Scoring rubric on performance not to be used, when--department todevelop rubric, where.

161.101. 1. The Missouri school improvement program or successoraccreditation program shall not use a scoring rubric on performance thatrequires a score for parents as teachers; except that, if on reviewdeficiencies are noted, such deficiencies shall be listed as an area ofconcern.

2. The scoring rubric for advanced placement courses in the Missourischool improvement program or successor accreditation program shallrecognize the difficulty of providing such courses in districts that have asparse population. The department of elementary and secondary educationshall develop such a rubric, taking into account population density indistricts and localized teacher shortages in academic specializations, anddifferentially rewarding districts for accomplishing delivery of suchcourses through electronic media under such circumstances.
