State board to adopt rules on instruction of etiquette concerningthe U.S. flag.

161.104. 1. The state board of education shall provide by rule for aprogram of instruction relating to the flag of the United States of Americaand instruction in etiquette and in its correct use and display and suchother patriotic exercises as may be expedient. Such instruction, at aminimum, shall include sections 36 U.S.C. 170 to 177.

2. No rule or portion of a rule promulgated pursuant to the authorityof this section shall become effective unless it has been promulgatedpursuant to the provisions of section 536.024, RSMo.
