Reorganization plans may be proposed.

162.171. The county commission may, from time to time,pursuant to the provisions of section 161.152, RSMo, submit tothe state board of education specific plans for thereorganization of school districts of the state. Each plan shallbe in writing and shall include charts, maps and statisticalinformation necessary to document properly the plan for theproposed reorganized districts and to provide a comparison ofexisting districts with proposed reorganized districts. Inrecommending prepared reorganization plans, the county commissionmay divide all existing unreorganized districts and anyreorganized district not offering an approved program of workthrough the twelfth grade if division is in the best interests ofthe children, and place any portion in any proposed district, buteach proposed district shall be composed of contiguous territory.
