School boards may provide for sale of lunches to children.

167.211. Any school board may install in the schoolbuildings under its care the necessary apparatus and appliances,and purchase the necessary food to enable it to provide and selllunches to children attending the schools. Lunches shall not besold for a less price than the cost of the food, exclusive of thecost of the necessary apparatus and appliances and exclusive ofcosts necessary and incidental to the purchase of the food andthe preparing and serving of the lunches; except that in citieswhich have five hundred thousand inhabitants or more, any surplusfund derived from the sale of lunches may, in the discretion ofthe board of education of the city, be used to furnish lunches atless than cost to the public school pupils of compulsory schoolage who would otherwise be unable, by reason of insufficientnutrition, to attend school and to pursue the courses of studyprescribed.
