Program of parent education--pregnant teens, teen parents--at-riskfamilies, characteristics--potential dropouts, characteristics.

167.273. A local school district shall be eligible foradditional state aid, subject to appropriations, for a programof parent education pursuant to sections 178.691 to 178.699,RSMo, which is established in one or more high schools of thedistrict to serve pregnant teens and teen parents enrolled aspupils in the district, and for a program of parent educationwhich is designed to assist at-risk families who exhibit thecharacteristics which produce at-risk children. The term"at-risk" is used to describe those families who exhibit thecharacteristics which may produce children likely to drop out ofschool, which characteristics may include, but need not belimited to, single parent households, chemical dependencies,unemployment, low educational attainment of the parent orparents, numerous family relocations, referral to mental healthor social service agencies, and involvement with the correctionssystem of this state; and to describe those children who exhibitthe characteristics of potential school dropouts, whichcharacteristics may include, but need not be limited to, highabsentee rate, high truancy rate, low academic achievement,referrals to mental health or social services agencies,recurring discipline problems, and involvement with the juvenilejustice system of this state.
