Department to evaluate and assess needs--detailed instruction plan tobe submitted--receipt of state aid--year-end student reports--newcenters funded on priority basis.

167.332. 1. The department of elementary and secondary educationshall evaluate each alternative education plan and assess the needs of eacharea vocational learning center. Each area vocational learning centershall submit annually to the department of elementary and secondaryeducation a detailed instruction plan for the implementation andcontinuation of the area learning center. For the purposes of receivingstate aid pursuant to section 163.031, RSMo, the resident district shallcount students who qualify under sections 167.320 to 167.332. A studentshall be counted for the period of time he attends the area learning centerto a maximum of six hours per day, even if the hours of attendance are notwithin the schedule of the resident district. Additional state and federalfunds appropriated by the general assembly shall be awarded to the arealearning centers as determined by the department of elementary andsecondary education based upon each area learning center's needs and on thelevel of the appropriation.

2. Updated instructional plans and year-end student reports shall berequired annually from the area vocational learning centers and shall be acondition for additional funding. New area vocational learning centersshall be funded on a priority basis determined by the potential to beserved and the community demand.
