Administrator assessment center established--certificateissued--unsatisfactory assessment, hearing.

168.405. There is hereby established an "AdministratorAssessment Center", which shall be organized and administered bythe department of elementary and secondary education, eitherindividually or through contract, for the purpose of assessingprospective school administrators. Beginning September 1, 1988,all prospective administrators seeking initial administrationcertification shall make application to and be approved by thedepartment of elementary and secondary education for admission tothe administrator assessment center. The assessment establishedunder this section shall include, but need not be limited to,simulations, observations, evaluations and recommendations. Theassessment shall be reviewed by the certifying authority prior toissuance of a certificate. An unsatisfactory assessment shallresult in the nonissuance of a certificate. Persons who areaggrieved by the nonissuance of a certificate may appeal suchnonissuance in the manner provided in section 168.071.
