Commissioner of higher education, powers.

168.585. The commissioner of higher education, acting onbehalf of the coordinating board, may:

(1) Enter into agreements with and receive grants from theUnited States government in connection with federal programs ofassistance to students in teacher education programs;

(2) Contract with public agencies or private persons ororganizations for the purpose of carrying out the administrativefunctions imposed by sections 168.550 to 168.595;

(3) Designate the department of higher education to receiveloan applications and distribute funds;

(4) Call upon agencies of the state which have financialexpertise for consultation and advice, and upon any agency of thestate for assistance in the location of delinquent borrowers.
