172.801. 1. The board of curators shall award funds to investigatorsfor research projects that promote an advancement of knowledge in the area ofAlzheimer's disease and related disorders. For this purpose, the board ofcurators shall request annually an appropriation of not less than two hundredthousand dollars adjusted for inflation. The board of curators shall alsorequest additional funds for administrative overhead not to exceed ten percentof the annual appropriation of research funds.
2. Research priorities shall be determined by the advisory board and mayinclude, at least, issues of cost containment, cause, diagnosis, managementand provision of care and services relevant to Alzheimer's disease and relateddisorders, as well as the impact on care givers. In determining thepriorities, the advisory board shall seek the advice of national experts inresearch on Alzheimer's disease and related disorders.
3. The advisory board shall solicit and select proposals for researchprojects according to procedures approved by the board of curators. Theselection procedures shall provide for peer review of the background andability of each investigator, the merits of the work proposed and anevaluation of the potential for each research project to achieve productiveresults. The peer review shall be conducted by the advisory board inaccordance with such procedures as are utilized by the National Institute ofHealth and the National Science Foundation and shall be further consistentwith the procedures required by the Missouri research assistance act asotherwise provided by law. Such review shall consist of professionalevaluation of the proposal by experts on the topic who are not affiliated inany way with the submitting investigator. Because the proposals submitted forfunding are the submitting investigator's private property and could be ascientific or technological innovation in which the submitting investigatorhas a proprietary interest, the results of this external evaluation and therelated discussion by the advisory board shall not be open to the public. Thefinal awards of the advisory board and all of its other proceedings shall beopen to the public.
