Declaration of policy.

173.095. In recognition of the role of education in modernsociety and its influence upon whether or not a citizen willbeneficially contribute to his state and community by his talentsand developed abilities, and in recognition that educationalopportunity should not be limited by the financial means of thestudent, and in further recognition of the public purposesdesignated by the United States through the Higher Education Actof 1965, P.L. 89-329, as amended, and the National VocationalStudent Loan Insurance Act of 1965, P.L. 89-287, the generalassembly of the state of Missouri declares that state assistanceto postsecondary students will benefit the state economically andculturally and is a public purpose of great importance.
