International economic development exchange programestablished--eligible students.

173.264. There is hereby established as a pilot project the"International Economic Development Exchange Program". The department ofeconomic development, with the advice of the advisory committee establishedin section 173.265, shall administer the program, except that thedepartment shall administer the program without additional staff or salaryfor such program. The program shall be established to encourageinternational exchanges at industrial and commercial business enterprisesfor students enrolled in institutions of higher education. Full-timestudents who attend institutions of higher education in this state shall beeligible for financial assistance to attend the student internship exchangeportion of the program in eligible countries other than the United States.Priority shall be given to business internship exchange programs of publicand private institutions of higher education in this state, where suchprograms have been in existence for at least ten successive years prior toDecember 23, 1997. The program shall include an inventory of the number ofstudents involved in such programs, which shall be maintained by theadvisory committee. The program shall also include the development ofmethods for fostering international trade through exchange programs andthrough business and entrepreneurial training programs. The program mayinclude the provision of scholarships and other financial assistance incooperation with the federal government, public and private institutions ofhigher education, and businesses, to enable students and business peoplefrom eligible countries to study and attend training programs in the UnitedStates.
