Board authorized to change name--does not grant additionalpowers or authority--not to limit missions.

174.030. The board of regents of each state teachers college locatedin the districts described in subdivisions (1) through (4) of section174.010 may in its discretion change the name of its college as provided bysection 174.020 by eliminating from the name of the institution the words"teachers college" or any of such words and to add the word "university" inlieu of the word "college", and to change the name of the board as providedby section 174.040 by eliminating therefrom the word "teachers" and to addthereto the word "university" in lieu of the word "college"; and thereafterthe institutions and boards shall have and enjoy the same rights andprivileges as are granted to teachers colleges by law, but this sectionshall not be construed to grant authority to such institutions to conferpostgraduate degrees except those which may be necessary to the training ofteachers for the free public schools of the state, or degrees other thanthose in education and arts and sciences, nor does it grant additionalpowers or authorities to those institutions or those boards not enjoyed byother colleges or boards whose names are not changed; provided that nothingin this section shall be construed to limit the missions, degree programs,powers or authorities granted to those institutions or boards under section173.030, RSMo, and section 174.450.
