Harris-Stowe State University, transfer offacility--operation--funding--educational emphasis.

174.310. 1. There shall be a period of orderly transition whichshall begin with the appointment of the board of regents, during which theSt. Louis board of education shall convey by gift, the buildings,facilities, equipment, and adjoining eight acres, more or less, of realtylocated at 3026 Laclede Avenue, St. Louis, Missouri, which currently servesas the campus of Harris-Stowe State College, to the board of regents, andduring which time the St. Louis board of education, at its own expense,shall continue to provide necessary supporting services to Harris-StoweState College. The transition period shall terminate no later than July 1,1979, at which time the regents shall be responsible for every aspect ofthe college's operation.

2. Notwithstanding any other provisions of this chapter to thecontrary, the board of regents of Harris-Stowe State College is authorizedto offer undergraduate degree programs with an emphasis on selected appliedprofessional disciplines that will meet the needs of the St. Louismetropolitan area. Such programs shall be subject to approval by thecoordinating board for higher education as provided for in subdivision (1)of subsection 2 of section 173.005, RSMo.

3. The state shall, effective July 1, 1978, provide the necessaryfunds to fully staff and operate Harris-Stowe State College and to makeappropriate capital improvements.

4. On and after August 28, 2005, Harris-Stowe State College shall beknown as Harris-Stowe State University, and the provisions contained insubsections 1 to 3 of this section shall continue to apply to theinstitution.
