Financial assistance provided to centers, when--programaccountability, duties of division, evaluation contents--standards.

178.654. The division shall assist individuals andorganizations in the planning and establishment of centers forindependent living. Subject to appropriations, the divisionshall provide financial assistance in the form of grants to suchcenters. The division shall ensure program accountability andshall monitor and evaluate centers which receive grants under theprovisions of sections 178.651 to 178.658. Such evaluationsshall contain, but need not be limited to, the followingstandards:

(1) The center shall manifest independent living philosophy;

(2) The center shall have a positive impact on consumerachievement of independent living goals;

(3) The center shall have a positive impact on communityoptions for independent living;

(4) The center shall provide appropriate independent livingservices to persons with disabilities and their families;

(5) The center shall provide appropriate services toincrease community capacity to meet the needs of persons withdisabilities;

(6) Qualified persons with disabilities shall besubstantially involved in the policy direction, decision-making,service delivery, and management of the center, and givenpreference as members of board of directors, managers andsupervisors, and staff. Substantial involvement shall beevidenced by at least fifty-one percent of the members of theboard of directors, managers, supervisors and staff beingqualified persons with disabilities;

(7) The center shall establish clear priorities throughannual and three-year program and financial planning;

(8) The center shall use sound organizational and personnelmanagement practices;

(9) The center shall practice sound fiscal management;

(10) The center shall maintain an evaluation system andrecords adequate to measure performance on these independentliving center evaluation standards.
