Definitions.

178.691. As used in sections 178.691 to 178.699, unless thecontext requires otherwise:

(1) "Developmental screening" is the process of measuringthe progress of children to determine if there are problems orpotential problems or advanced abilities in the areas ofunderstanding and use of language, perception through sight,perception through hearing, motor development and hand-eyecoordination, health, and physical development.

(2) "Developmentally delayed children" are children who,through developmental screening, are found to be performing belowthe norm for their age in one or more of the following skillareas: understanding and use of language, perception throughsight, perception through hearing, motor development and hand-eyecoordination.

(3) "Handicapped children" and "severely handicappedchildren" are those so defined in section 162.675, RSMo.

(4) "Parent education" includes the provision of resourcematerials on home learning activities, private and groupeducational guidance, individual and group learning experiencesfor the parent and child, and other activities that enable theparent to improve learning in the home.
