Community college capital improvement subdistrict may be established,boundaries, taxation--ballot language--dissolution of subdistrict.

178.881. 1. The board of trustees of any public community collegedistrict in this state may establish a community college capitalimprovement subdistrict by its order for the sole purpose of capitalprojects. The boundaries of any capital improvement subdistrictestablished pursuant to this section shall be within the boundaries of thecommunity college district.

2. In the event a capital improvement subdistrict is so established,the board of trustees may propose an annual rate of taxation for the solepurpose of capital projects, within the limits of sections 178.770 to178.891, which proposal shall be submitted to a vote of the people withinthe capital improvement subdistrict.

3. The question shall be submitted in substantially the followingform:

Shall the board of trustees of ........... (name of district) beauthorized, for the purpose of ................... (name of capitalproject), to borrow money in the amount of ............. dollars to be usedin the capital improvement subdistrict of ............... (name of capitalimprovement subdistrict) for the purpose of ................. (name ofcapital project) and issue bonds for payment thereof?

â ã YES â ã NO

4. If a majority of the votes cast on the question are for the tax assubmitted, the tax shall be levied and collected on property within thecapital improvement subdistrict in the same manner as other communitycollege district taxes. Such funds shall be used for capital improvementsin the community college capital improvement subdistrict.

5. Where a tax has not been approved by the voters within a five-yearperiod from the establishment of a community college capital improvementsubdistrict, such capital improvement subdistrict shall be dissolved by theboard of trustees.
