178.950. In order to implement and effectuate the provisionsof sections 178.900 to 178.970, the state board of educationshall appoint a section head and such other personnel, includingadministrative, professional and technical persons, within thedepartment as may be required to implement and supervise theprogram, including assisting shops with operative problems andother activities contemplated by sections 178.900 to 178.970.
