181.022. 1. The secretary of state shall create the "Secretary'sCouncil on Library Development" to advise the secretary of state and thestate library on matters that relate to the state's libraries and libraryservice to Missouri citizens, to recommend to the secretary of state andthe state library policies and programs relating to libraries in the state,and to communicate the value of libraries.
2. Members of the secretary's council on library development shallserve three-year terms, to be served on a rotating basis as shall beestablished by the secretary of state.
3. The members of the secretary's council on library developmentshall be appointed by the secretary of state, to include members of thehouse of representatives, members of the senate, representatives of thepublic and of libraries, trustees of Missouri libraries, and users of thestate libraries.
